Identify construct, fairness, accessibility, security, privacy, commercial, and delivery impacts.
Test scoring anchors, instructions, critical conditions, and reviewer agreement.
Approve the version, owner, effective date, migration rule, and communication plan.
Freeze active decisions to the version that governed them unless a documented correction requires otherwise.
Publish the current standard and preserve superseded versions and rationales.
Monitor the change through calibration, process concerns, appeals, and downstream decision use.
