CONTROL RECORD

A policy names its scope, evidence state, limit, and correction path.

  4. 04Review / correct
A published policy does not become technical enforcement or external assurance by itself.

Review impartiality and recusal
Review evaluation independence

Academy payment, scholarship status, enrollment, performance, and completion are prohibited merit factors and must be technically excluded from scorer views. Commercial owners cannot score or override the assessment. Assessor conflicts are declared before evidence access, and a recused reviewer loses access to the protected record.

IT Modality has a commercial interest when a person it approved is engaged.

That interest does not change the published criterion, evidence record, human decision rights, client review, or appeal path. The assessment does not promise client consideration, an engagement, employment, placement, work volume, income, or an immigration outcome.

These rules govern every assessment, appeal, recusal, and readiness record. Role-scoped projections, recusal enforcement, append-only audit events, Academy-data exclusion, decision ownership, and appeal routing are tested controls.

The Rigors is modeled on the structure of ISO/IEC 17024, the international standard for bodies that certify persons. IT Modality is not accredited to it and does not claim to be.
